Section 3
Functions, Duties and Powers of the Commission
In addition to the functions, duties and powers mentioned in Article 256 of the Constitution, other functions, duties and powers of the Commission shall be as follows:- (a) To review, monitor and evaluate the policies and programs related to the Dalit community.
(b) To protect and promote the rights and interests of the Dalit community and to study and research the prevailing legal system related to Dalits and make recommendations to the Government of Nepal regarding the reforms to be made in such laws,
(c) making recommendations to the Government of Nepal regarding the protection and promotion of the rights and interests of the Dalit community and the empowerment of that community; To increase social awareness against ideas, behavior, practices or caste discrimination, untouchability or social injustice and to prepare and distribute propaganda materials for such actions,
(e) To formulate and implement the necessary information, information and awareness programs for the protection and promotion of the rights and interests of the Dalit community and for the empowerment of such community,
(f) Monitoring the implementation of international treaties and agreements to which Nepal is a party in relation to the Dalit community, and giving necessary recommendations or suggestions to the Government of Nepal for implementation,
(G) Recommending to the Government of Nepal to list the surname after conducting a detailed study and research regarding the identity of the Dalit community (h) To review, monitor and evaluate the awareness programs conducted by the Government of Nepal and other organizations for the protection, promotion and empowerment of the rights and interests of the Dalit community,
(i) To monitor the implementation of the recommendations made by the commission (j) Creating or implementing a code of conduct for the chairman, members and employees of the commission (k) To approve the annual program of the commission.
(c) making recommendations to the Government of Nepal regarding the protection and promotion of the rights and interests of the Dalit community and the empowerment of that community; To increase social awareness against ideas, behavior, practices or caste discrimination, untouchability or social injustice and to prepare and distribute propaganda materials for such actions,
